Workforce Resources, Inc. (Workforce) is looking for temporary personnel in various nursing positions at various Maryland Department of Health facilities.

Qualifications for each position are as follows:

Registered Nurses

Registered Nurses (RN) and Licensed Practical Nurses (LPN) must possess an active registered nurse license in good standing issued by the Maryland Board of Nursing or a State under the Nurse Licensure Compact (NLC), if they do not reside in MARYLAND.

The NLC allows nurses to have one multistate license giving them the ability to practice in their home state and other compact states. However, when working in a remote state, the nurse is held accountable for the nurse practice act of the state where the nurse practices. Nurses are eligible to practice under a compact license if:

  • They legally reside in a NLC state;
  • Hold an active RN or LPN nursing license in good standing;
  • Declare a NCL state as their primary state of residency; and
  • Meet licensure requirements in their home state.

DUTIES FOR THE RN:

The RN will provide direct nursing care and or case management services across a variety of programs and clinical services within the Health Department. These programs and clinical services include, but are not limited to, Family Planning, Reproductive Health, Sexually Transmitted Infections including HIV/AIDS, Refugee Health, Case Management (Medical/Non-Medical), Home Visiting, Immunizations, School Based Wellness, Behavioral Health, Tuberculosis (TB), Disease Control Investigation, Adolescent Health, Chronic Disease, Administration Care Coordination (ACCU), and Laboratory Testing, Adult Evaluation and Review Services (AERS). All RNs must maintain current CPR certification.

The following skills may be required or preferred based on the needs of the assigned program or clinical area:

  • Phlebotomy
  • Comprehensive Nursing Assessment (including medical and psychosocial)
  • Comprehensive Evaluations for Aged and Functional Disabled Adults
  • Triage
  • Basic Computer Skills
  • Data entry into electronic health records and billing system
  • Case Management Services
  • Diseases Investigation
  • Home Visiting
  • Medication Administration/ Dispensing
  • Vaccination Administration/ Dispensing
  • Laboratory Specimen Collection
  • Point of Care Waived Testing (Urine Dipstick, Finger stick, oral swab)
  • Patient Education
  • TB skin testing
  • Public Emergency Operations Assistance: Point of Dispensing (POD)
  • Experience in specific programs/ clinics
  • Direct Observation Therapy (in person and/remote)

Only RNs working in a Health Department can dispense medication. All RNs must pass the Health Department Nurse Dispensing exam prior to dispensing any medication within the Health Department.

The LPN will provide direct nursing care and or case management assistant services across a variety of programs and clinical services within the Health Department. These programs and clinical services include but are not limited to Family Planning, Reproductive Health, Sexually Transmitted Infections including HIV/AIDS, Refugee Health, Case Management (Medical/Non-Medical), Home Visiting, Immunizations, School Based Wellness, Behavioral Health, Tuberculosis (TB), Disease Control Investigation, Adolescent Health, Chronic Disease, Administration Care Coordination (ACCU), and Laboratory Testing. All LPNs must maintain current CPR certification.

The following skills may be required or preferred based on the needs of the assigned program or clinical area:

  • Phlebotomy
  • Basic Computer Skills
  • Data entry into electronic health records and billing system
  • Assistant Case Management Services
  • Vital Signs Measurement
  • Medication Administration
  • Vaccination Administration
  • Laboratory Specimen Collection

Advance Practice Registered Nurses

All Advance Practice Registered Nurses must possess an active Advance Practice Registered Nurse license in good standing issued by the Maryland Board of Nursing. Advance Practice Registered Nurses include, Nurse Practitioners, Certified Nurse Midwives, Certified Nurse Anesthetist, Clinical Nurse Specialists and Nurse Psychotherapist. Advance Practice Registered Nurses are not included in the NLC. For the purpose of this contract an Advance Practice Registered Nurse is a Nurse Practitioner or Nurse Psychotherapist. The Advance Practice Registered Nurse must be certified in Family Practice, Women’s Health Care or Psychiatric-Mental Health or other specialty as requested by a specific program or clinic.

NURSE PRACTITIONER DUTIES:

The NP will provide comprehensive medical evaluation and management of adults and children for assigned programs and/or clinic. The NP will provide direct services across a variety of programs and clinical services within the Health Department. These programs and clinical services include but are not limited to Family Planning, Reproductive Health, Sexually Transmitted Infections including HIV/AIDS, Refugee Health, Case Management (Medical/Non-Medical), Home Visiting, Immunizations, School Based Wellness, Behavioral Health, Tuberculosis (TB), Disease Control Investigation, Adolescent Health and Chronic Disease

The following skills may be required or preferred based on the needs of the assigned program or clinical area:

  • Phlebotomy
  • Basic Computer Skills
  • Data entry into electronic health records and billing system
  • Comprehensive Physical Assessment
  • Establish medical diagnosis for common short-term and chronic stable health problems
  • Prescribe Medication
  • Refer to and Consult with other providers
  • Practice only in the area of specialization in which certified
  • Order and perform diagnostic, therapeutic, and corrective measures
  • Prepare and Dispense Medication as outlined in COMAR 10.27.07.07
  • Provide emergency care
  • Health education, promotion and prevention

NURSE PSYCHOTHERAPIST DUTIES:

Comprehensive behavioral health evaluation and management of adults and children for assigned programs and/or clinic.

The following skills may be required or preferred based on the needs of the assigned program or clinical area:

  • Establish a mental health diagnosis
  • Evaluate and manage psychobiological intervention
  • Provide individual therapy
  • Provide group therapy
  • Provide family therapy
  • Provide any therapy which purpose is to:
  • Effect change in the client in an attempt to alleviate emotional disturbances
  • Reverse or change maladaptive behavior
  • Facilitate personality growth and development
  • Provide consultation to health care providers and others to:
  • Influence the plans of care for clients
  • Enhance the abilities of others to provide behavioral, psychiatric, and mental health care
  • Effect change in systems
  • Provide behavioral rehabilitation care
  • Case management including psychiatric rehabilitation and home care health education, promotion and prevention

Certified Nursing Assistants (CNA) and Certified Medication Technicians (CMT)

All Certified Nursing Assistants and Certified Medication Technicians must possess an active license in good standing issued by the Maryland Board of Nursing.

CNA DUTIES:

The CNA will provide assigned delegated nursing care and or case management assistant services across a variety of programs and clinical services within the Health Department. These programs and clinical services include but are not limited to Family Planning, Reproductive Health, Sexually Transmitted Infections including HIV/AIDS, Refugee Health, Case Management (Medical/Non-Medical), Home Visiting, Immunizations, School Based Wellness, Behavioral Health, Tuberculosis (TB), Disease Control Investigation, Adolescent Health, Chronic Disease, Administration Care Coordination (ACCU), Laboratory Testing. All CNAs must maintain current CPR certification.

 The following skills may be required or preferred based on the needs of the assigned program or clinical area:

  • Phlebotomy
  • Basic Computer Skills
  • Data entry into electronic health records and billing system
  • Assistant Case Management Services
  • Vital Signs Measurement
  • Laboratory Specimen Collection
  • Point of Care Waived Testing (Urine Dipstick, Finger Stick, Oral Swab)
  • Public Emergency Operations Assistance: Point of Dispensing (POD)
  • If a CMT license is also held: Direct Observation Therapy (DOT) including delivering tuberculosis medications

CMT DUTIES:

The CMT will provide delegated medication delivery to assigned patient/client under the DOT Program. All CMTs must maintain current CPR certification. DOT is the observation of a person taking his/her prescribed medication for the treatment of tuberculosis (TB) disease or TB infection. This requires a person who has received training in observing patients taking medications prescribed for the treatment or prevention of TB disease. DOT helps to ensure that the entire course of medication is taken by the correct person, in the correct dose, via the correct route, at the correct time, and for the complete period of therapy.

DOT settings may include:

  • Clinics
  • Community-based organization sites
  • Drug or alcohol treatment programs
  • Home
  • Workplace
  • Schools
  • Locations convenient for both the patient and DOT worker
  • Physician’s office, clinic, or a combination of sites by mutual agreement

Type of Position:

These positions are temporary position with variable terms from one (1) month to two (2) years or more, eight (8) hour shifts, Monday thru Friday with varying start times.  Variations to the schedules are possible

The work is being performed throughout the state of Maryland.

Start Date:

These position will begin as soon as the orders are issued, licenses are verified and background checks are completed. Orders may be issued in the April/May/June timeframe.
