Headquartered in the Washington, DC metropolitan area, Workforce Resources has over 100 employees located in five (5) states around the country. Some of our government clients require security clearances, therefore, we actively recruit former military and government service members who already hold security clearances, as this is much more cost efficient to our clients. However, we still maintain the ability to process, update and maintain clearances through the Defense Security Service.

Charlene T. Wade

Charlene T. Wade founded Workforce Resources, Inc. with the goal of servicing, nationwide, corporate and private executives with their workforce personnel and human resources needs.

Ms. Wade possesses over 30 years of experience in the business arena, with approximately 25 of those years spent in human resource management. Her career has been focused on providing strategic planning and implementation of human resource initiatives and project management to minority-owned companies.

Most recently Ms. Wade served as Director of Human Resources and Corporate Project Manager for an 8a, woman-owned company headquartered in Prince Georges County, MD. In that role she served as a member of the senior management team providing strategic guidance on issues and their effect on corporate goals. She was responsible for overall project oversight, to include providing technical, marketing, customer relations, and personnel management direction of assigned projects to ensure timely and cost-effective accomplishment of contractual commitments; monitoring project tasks to ensure scope of work, schedule, and budget are well defined and maintained; and accountability for contract performance.

In addition, Ms. Wade provided strategic guidance on HR issues, to include developing and reviewing HR systems and workflow processes; formulating and implementing policies and procedures ensuring fair and equitable treatment of all employees and compliance with applicable law; developing and maintaining a solid recruitment program in order to attract qualified candidates; managing all employee relations issues; conducting new hire orientations, performance reviews, continuing training, and exit interviews; and defending unemployment claims. Ms. Wade executed all aspects of the corporate benefits program—which included plan design, carrier selection, negotiation, implementation, and administration.

Ms. Wade has attended the University of Maryland University College, College Park, MD and Bowie State College in Bowie, MD. Ms. Wade earned her Senior Professional in Human Resources (SPHR) certification from the Society for Human Resource Senior Management; she remains a current member of the national association and has served as a Board Member for its local affiliate, the Human Resource Society of Prince George’s County, MD.

Brandon E. Ferris


Business Development/Program Manager

Brandon E. Ferris serves as our Business Development/Program Manager. In this role he has primary responsibility for the strategic development and implementation of the company’s business development methodology, with a primary focus on “life after 8(a).” He leads a team of project management professionals who ensure that all project efforts are implemented and managed in accordance with the company’s project management methodology – “Your Partner for Success.”

Mr. Ferris spent 15 years as an enlisted active duty member of the United States Air Force and was honorably discharged from his service in the grade of Master Sergeant. During his first nine years, Brandon was an Information Manager (Knowledge Operations), providing administrative and technical support at every level of Air Force leadership. Later, Mr. Ferris retrained into the Contracting career field. As a warranted Contracting Officer, he executed contracts in support of several high-visibility programs (i.e., Joint Service Open House, Wounded Warrior Program, Presidential Airlift Group, and the Maryland State Police). He also served as the sole acquisition representative on several international committees for events such as the African Leaders Summit and the Papal Visit.

Brandon earned an A.S. in Information Resource Management and Contracts Management from the Community College of the Air Force, a B.A. in Management Studies, and an M.A. in Acquisitions and Supply Chain Management from University of Maryland – University College. Brandon is also a certified APDP professional, as well as a certified master of Acquisitions and Supply Chain Management. He has completed several levels of professional military education to include Airman Leadership School and the Non-Commissioned Officer’s Academy.

Sharell Moss


Jr. Project Manager

Ms. Moss serves as a Jr. Project Manager in our Elizabeth City, North Carolina satellite office. Ms. Moss began her career with Workforce Resources in 2013, serving as an Administrative Assistant supporting the office staff. In 2015 she was promoted to her current position as Jr. Project Manager.

Ms. Moss possesses over 10 years of experience in the business arena. In 2006, Sharell began working at the U.S. Coast Guard, Aviation Logistics Center (USCG-ALC) as a participant in their Apprentice Program (a program to expose high school and college students to real work experiences at the base). Sharell supported various high-level positions during her tenure as an apprentice, to include the EEO Specialist, Administrative Officer, and several Commanding Officers. The observation of her exemplary performance and solid work ethic by Workforce’s President is what afforded Ms. Moss the opportunity to become a corporate staff member.

Based upon the effective handling of her administrative support duties, she was selected for promotion to Jr. Project Manager and was assigned a project portfolio to manage. Ms. Moss’s first assignment as a Jr. Project Manager was the oversight and management of the Apprentice Program – the very project she once supported as an on-site employee! Her responsibilities include managing employee work hours, approving leave and timesheets, processing monthly reports, and handling any concerns that may arise. From a business development perspective, Sharell conducts research to help the company identify and pursue business opportunities. In addition, she handles all office management issues, ensuring that NC office operations are functioning smoothly and efficiently. Ms. Moss also serves as the company’s Event Coordinator, planning semi-annual events for the employees in North Carolina.

2019 DHS Small Business Achievement Award

 

WASHINGTON, DC – The U.S. Department of Homeland Security (DHS) held its 15th Annual DHS Small Business Awards Ceremony on April 16, 2019, in the GSA Auditorium, 7th and D Streets, SW.  Each DHS Agency selected two companies to receive the 2019 Small Business Achievement Award.  Workforce was nominated by the U.S. Coast Guard (USCG), Aviation Logistics Center (ALC), to receive an award for our performance on the MH-60T conversion project.

ACHIEVEMENTS

Workforce Resources, Inc. (Workforce) provides support to federal, state and local government and corporations in the area of project management and staff augmentation.  The company provides effective strategies, management and processes in the areas of engineering, technical and logistics support, health information management, administrative/professional support and human resources consulting covering all critical components of business impact and value to the clients.

Workforce Resources was awarded several prime contracts to support the U.S. Coast Guard, Aviation Logistics Center including:

Electrical and Structural Engineering– Workforce provided a team of electrical engineers, mechanical engineers, equipment specialists, supply technicians and clerks to the US Coast Guard to develop and deliver the engineering, technical and logistic support services that include aviation engineering consultation, logistical planning support and supply, and warehouse support for the MH-60T conversion project.  Our Electrical Engineer and Electrical/Structural Technicians assist the Coast Guard’s Medium Range Recovery (MRR) Product Line with the conversion of the MH-60J helicopter to the MH-60T version.  The conversion replaces nearly all of the avionic components – consisting of a 100% rewire of the aircraft – and integrates state-of-the-art sensors to assist aircrews with completing many Coast Guard missions.

Aviation Information Technology– Workforce provided a team of engineering programmers provides Automatic Circuit Analysis Test Systems (ACATS) programming services for the Engineering Services Division Airworthiness Sustainment Branch.  Workforce teams assigned and tracked all project tasks assigned to the ACATS group; trained ACATS operators; researched information needed to procure ACATS equipment; conducted troubleshooting and repair; collected and analyzed engineering data into program development baseline information; and worked with engineering, production management, and ACATS operators to continually improve testing techniques and facilities.

Aircraft Maintenance– Workforce provides a team of highly-skilled aircraft maintenance mechanics, workers, helpers and painters who work diligently to repair, replace and rebuild and paint aircraft structures.  Their efforts keep the USCG’s fleet of aircraft in top shape, meeting all of the quality assurance standards necessary for flight.

This award ceremony marks the final Small Business Award Ceremony to be held under the leadership of Mr. Kevin Boshears, Director, DHS Office of Small and Disadvantaged Business Utilization.  Joining Mr. Boshears on stage were Ms. Soraya Correa, DHS Chief Procurement Officer, and Ms. Nina Ferraro, Acting DHS Deputy Chief Procurement Officer.  DHS has a proud record of receiving an “A” rating for the past ten years for their utilization of small businesses in their procurement strategy; they are the only Department to achieve this goal.
